One might just get a contract to construct a classroom without seeing some big person in the Government. The NG-CDF is a classic example of what devolution is and what devolution ought to be. As I support the Supplementary Appropriations Bill, I want to kindly ask the National Treasury to prioritise budgets. Even as they appropriate money to parts of this country, equity must be seen to be done. They should stop sneaking new elements and forgetting development projects that have stalled. On this issue of pending bills, we know Kenyans are dying. It is not just because of COVID-19. Some of them are dying from high blood pressure and others from frustration. Some of them have been auctioned and they are hanging themselves before the auctioneers come. So, pending bills must be prioritised and must be paid so that, at least, there is circulation of money in this country. That will enable Kenyans do business with the Government without regrets. With that, I beg to support."
