    "content": " Thank you, Hon. Speaker. With all due respect to my colleague, Hon. Oundo, what he is saying could be right and well-said, but it is not in law. The Budget and Appropriations Committee can only allocate money within the provisions of the Public Finance Management (PFM) Act. The PFM Act states that you can only allocate money where the law provides for it. If there is no law that provides for us to allocate the funds, we are not able to do so."
