When he talks about a shortage of 15 teachers as the requirement, is he considering the current shortage in the day secondary schools where there is only the head teacher employed by the TSC, while the rest are employed by the BOGs? This is the same case for primary schools. Is he considering the natural attrition that has taken place in a district, so that he can do a replacement?"
