"content": "Madam Deputy Speaker, on my behalf and on behalf of the people of Kitui County, I want to really and sincerely thank the 30 delegations that have voted to pass this Bill. Madam Deputy Speaker, I am very sure that if the other 17 delegations had been accorded an opportunity to vote virtually, they too would have voted ‘yes’ as the Senator for Tharaka Nithi, Sen. Kindiki did. Madam Deputy Speaker, having passed this Bill in the Senate, I want to make a very passionate appeal to the National Assembly; that, when this Bill goes to the Floor of the National Assembly for concurrence, they will fast-track the passing of this Bill, since this Bill had concurred with all the requirements for compliance between the two Houses of Parliament."
