    "content": "with severe disabilities which targets adults and children with severe disabilities who require full time support. This includes their caregivers as well. The second safety net programme is the one on hunger which seeks to reduce dependency on emergency food aid in Arid and Semi-Arid Lands (ASALs) by sustainably strengthening livelihoods though cash transfer. The other programme is the cash transfer programme to orphaned and vulnerable children which provides a social protection system through regular cash transfers to families living with orphaned and vulnerable children. Finally, there is a programme called the older persons’ cash transfer which provides regular and predictable cash transfer to poor and vulnerable older persons who are 65 years and above. We hope these programmes will not be interrupted during this period. They should continue in order to cushion Kenyans from the effects of COVID-19."
