    "content": "Thank you, Mr. Temporary Speaker, Sir. I rise pursuant to Standing Order No.47(1) to make a Statement on an issue of general topical concern, namely fees being charged for issuance and filing of P3 forms. According to a recent survey by the East African and Legal Resources Foundation, P3 forms are highly inaccessible. Such inaccessibility is stifling access to justice for poor litigants especially survivors of violence, including sexual and gender- based violence and domestic violence. The survey further indicates an emerging trend in which fees are being charged for the issuance and filing of P3 forms. It is also noted that access to P3 forms remains largely free in the urban areas while in the countryside people pay for access to the document."
