    "content": "Mr. Temporary Speaker, Sir, Article 48 of the Constitution of Kenya, 2010 clarifies the centrality of the principle of access to justice in which if any fee is required, it shall be reasonable and shall not impede access to justice. The P3 form is an important prosecutorial document that ensures collection of witness statements and assists in corroborating written evidence with forensic evidence. While civil society organizations in Kenya are advocating for enrichment of the document to include more comprehensive and vital information, the situation on the ground is that numerous victims have been impeded from accessing justice."
