    "content": "I rise pursuant to Standing Order No.48(1) to seek a Statement from the Senate Committee on Finance and Budget on the Status of Pending Payments to Contractors and Suppliers by the Kisumu County Government. In the Statement the Committee should- (1) Explain why the contractors and suppliers who did various works for the County Government of Kisumu over the years, including financial year 2018/2019 and 2019/20, have not been paid to date. (2) Explain why the directives by the President and the Cabinet Secretary(CS) for the National Treasury and Planning that historical pending bills be given preference have been ignored by the county Executive. I thank you."
