    "content": "I am sure the President, being a former Member of Parliament, a former Leader of the Opposition and a person who participated in the enactment of the Constitution of Kenya, 2010, knows the role of the legislature in the current constitutional dispensation. So, we are telling those who draft statements for him to read Article 1(2) of the Constitution that says that the people may exercise their sovereign power, either directly or indirectly, through democratically elected leaders, namely, this august House. Of course, if you go to the chapter on the Legislature, this House is under obligation by the Constitution to protect the Constitution itself and good governance in this country. Hon. Speaker, I agree with your sentiments on what Hon. (Dr.) Otiende Amollo raised, that the next Order just talks about the sittings in the Chamber. The next Order contains the committees of the House. As a person who has served there, it is possible that the Leader of the Majority Party can withdraw that Motion when we reach there. He can withdraw the Motion because it belongs to him, but I am sure, in good faith, he will not do it."
