    "content": "down the line we will be in the same situation that for roads to be constructed and maintained by the counties will deteriorate and we will start now going back to the same issue of how do we maintain roads in the counties while the national Government is maintain the roads under its purview from Class C and above. We need to look at why we are giving these funds to the counties. From now onwards, Kenya Roads Board (KRB) will not be able to oversight that fund because there is no requirement that it has to be used for road construction.
