    "content": "Mr. Speaker, Sir, I have also gone through the whole of Article 257 and there is no where it expressly says that Parliament cannot change the provisions of an amendment Bill brought about by popular initiative. The spirit of Article 257 is that it is an amendment brought by the people. When we talk about ‘by the people’, assuming there was no BBI, those are just ordinary Kenyans. They are bound to make mistakes because they are not a legislative arm. We are the people who make legislative interventions. So, we should have an opportunity to make these corrections."
