    "content": "Madam Temporary Speaker, the other issue that I will be proposing to amend is that, yes, it is a good thing that we are creating the Office of the Ombudsman. However, we made many gains in the Constitution of Kenya 2010 whereby there is clear separation of powers. We cannot create the Office of the Ombudsman and then say that the Ombudsman will be nominated by the President. Where is the separation of powers? Where is the independence of the Judiciary? Therefore, it is a good thing that we are creating the Office of the Ombudsman, but the way he or she should be appointed should be amended so that it is not the President nominating."
