    "content": " Mr. Temporary Deputy Speaker, Sir, I beg to reply. (a) The construction of Stand Kisa-Khumusalaba Road, C39, has been affected by various factors that have delayed its scheduled completion as follows. (i) The contractor was not able to work during the months of January, February and March, 2008 due to post-election violence which took place in the area. (ii) The contractor was barred from accessing gravel sites for sourcing of materials for construction by the District Environment Officer (DEO). (iii) Heavy rains in the project area during the months of March, April, May and June, 2008 also affected the work progress. (b) I am not aware that the works on the completed sections of the road are of poor standard. The Ministry has a technical supervisory team on the ground to ensure that the contractor carries out works as per the specifications on the contract document. (c) The contractor’s application for second extension of time is now being evaluated by the Ministry. The conclusion of the process will determine the new completion date failure to which my Ministry will recover liquidated damages at the rate of Kshs90, 000 per day."
