    "content": "Mr. Speaker, Sir, if you allow this method to proceed, I foresee danger in the future in terms of procedure. Members will be going to their committees during the making of Bills. When they come back, they will agree with a Bill, but two or three may not agree on a few things. They will come up with a report and when they come to the chambers, the Mover of the Bill, whether the Majority Leader or the Chairperson of the Committee will move the Bill and then some other person will allocate themselves one hour in the pretext that they have a minority report. This is so that they have an undue advantage. Do you see the danger that I am seeing?"
