"content": "Mr. Speaker, Sir, I agree with the Senate Minority Leader. Article 88(4)(c) is on the delimitation of constituencies. Article 259 (3) on construing this Constitution states that- “Every provision of this Constitution shall be construed according to the doctrine of interpretation that the law is always speaking and, therefore, among other things- So the interpretation of the Constitution according to Prof. Mutakha Kangu who taught me constitutional law, is that the Constitution should be interpreted in a language. It is alive both in spirit and substance. Sen. Sakaja is trying to put across the interpretation that ordinary English---"
