    "content": "I will talk about Clauses 9 up to 13 that talk about the two-thirds gender rule and inclusivity. I will also talk about Clause 50 which talks about equitable share of revenue and increase of revenue to the counties to 35 per cent and the Ward Development Fund as well as the Constituencies Development Fund. Then Clause 51 that speaks to the Equalization Fund and, finally, I will talk about the implications of these amendments as analyzed by the Joint Committee."
