    "content": "This Bill seeks to water down these provisions that Kenyans had done in 2010. We should take into account all these parameters. I am particularly not happy with this kind of crafting. If you look at the provision on issues of Equalization Fund, why did we bring an Equalization Fund in our 2010 Constitution? This was because some of us were left behind while the rest of Kenya was developing. We came to realize that we are one country, one people, one destiny and we should equally share these resources."
