    "content": "We should bring the rest that had been left behind to the same level of those that have developed. That is why the Equalization Fund was brought in. What happened to it that affects the ones that have been marginalized? It has never been implemented to date. If anything, I am happy a little that this Bill seeks to extend its timeframe for which it will operate. It has extended the Equalization Fund to 30 years, instead of the 20 years."
