    "content": "Madam Deputy Speaker, I am happy that the revenue allocation to counties is going to improve. We will have 35 per cent instead of 15 per cent by passing this Bill. This translates to almost two or three times the current amounts that we are getting as counties. This is a plus. We should not erode it in such a way that by the end of the day, that 35 per cent will be equal to nothing by not making the necessary provisions for us to be able to realize it."
