    "content": "Madam Deputy Speaker, allow me to address myself on the issue on the East African Community (EAC) now that this Bill also talks about it. I have been a Member of the East African Legislative Assembly (EALA). We were there last week to celebrate the appointment of our own, Hon. Mathuki as Secretary-General. I was told by my former colleagues there that they have not been paid salaries for the last six months. Imagine Members of Parliament have not been paid for the last six months in the EAC."
