    "content": "Thank you Madam Deputy Speaker, for giving me this opportunity to contribute to this very important Bill. What we are dealing with is the first amendment to the Constitution of Kenya 2010. The main gain or cornerstone of the Constitution of Kenya 2010 is devolution, where parts of this country that had been left behind, at least, felt that now they can address their issues. This is because the main issue was resource allocation, representation and self-governance at the county level."
