"content": "What I have an issue with, which has been raised by many Senators who have contributed, is Clause 50 (a), which amends Article 203 (1), which introduces the issue of capping. On the issue of coming up with how funds are shared, the Constitution already has given very clear guidelines; that every five years, the Senate is supposed to come up with the basis of sharable revenue. That is what we have done. For example, in the last year, for ten weeks the Senate has been coming up with the sharable formula. In that formula, if you remember what we went through, already population has been given prominence. Up to 70 per cent or so of that money is based on population issues. For the marginalized areas, the Arid and Semi-Arid areas, which are sparsely populated and have bigger land mass---. When we talk of a country, we refer to the people and the territory.
