    "content": "The first is to consider the Petition and secondly to establish, prima facie or on the face of it, if grounds have been established for removal. In doing so, it is important that we underscore that the Committee makes no finding of guilt or no finding of culpability only to the extent that it establishes that grounds exist. When those grounds have been established, and we found that they have been established, the duty of the Committee is to make a recommendation that a tribunal be formed."
