    "content": "The Head of the Public Service made submissions and making them drew our attention to Article 260 of the Constitution that defines a public officer to mean the office in the national Government, county government or public office service if the remuneration and benefits of that office are payable directly from the Consolidated Fund or out of the monies provided by Parliament. The monies payable to the IEBC for its staff and other operations are drawn from the Consolidated Fund and monies that are appropriated from Parliament."
