    "content": "Hon. Members, you need to familiarise yourselves with Article 119 of the Constitution regarding petitions. It does not mean that there is a mistake. If anybody petitions the House on any matter that is within its power, the House cannot decline to have the matter considered by the relevant Committee. However, the decision that the Committee arrives at is an entirely different matter. Therefore, I want to correct the Member for Murang’a that when a petition is brought to the House, as long as it meets the criteria for petitions, it will be a dereliction of duty on the part of the Speaker not to refer the matter to a Committee. As you know, the Speaker has no vote and, therefore, if the Speaker were to reject a petition without referring the matter to a Committee, he would be exercising some voting right. So, it is the Committee that has to make a decision once the matter is referred to it. Let me hear a Member of the Committee, Hon. Osotsi."
