I rise on a point of order under Standing Order No. 83 to seek your guidance on whether the timelines as posed in Article 256 of the Constitution on amendment by a parliamentary initiative on the 90 days for calling of the Constitution of Kenya (Amendment) Bill for Second reading apply. Hon. Speaker, as you are aware, Article 257 of the Constitution is silent on timelines and stages for consideration of the Bill.
