    "content": " Thank you, Hon. Speaker. As a point of order, I want to state that we are moving in a good direction. We are handling issues that are in people’s minds before we debate the Bill. I want to plead with you to collect information from those who want to raise constitutional issues and then come to those who want to respond to the issues raised. When you make a ruling, it will be guided by the submissions of these people who are raising constitutional issues and some of us who have responded to the points that they have brought. The promoter of the Bill would have the last bite of the cherry and state what he thinks of the issues raised. Hon. Speaker, as I sit down, I want to ask you to take as many as they are but also give us opportunity to respond to the issues raised. Thank you, Hon. Speaker."
