    "content": " I am taking you there. The Constitution clearly stipulates that the people are sovereign. Therefore, their power over constitutional organs created by the Constitution is not limited. They can rewrite the Constitution as it happened in 2010 or amend any Article as they so wish. In the process of amending the Constitution through a popular initiative, Parliament is a little more than a conveyer belt between county assemblies and the plebiscite. Our role is to give opinions that will further inform debate among people to reject or approve the proposed constitutional amendment Bill.
