As I have said, from the outset the answer says: âWhen staff will be available, we will post one,â and yet I have just informed the Minister that we already have one of his staff in Mutito District. On the issue of funds, the Minister needs to familiarise himself with the region. This is because Mutito Constituency is one kilometre away from Kitui which is the bigger district. It is 12 Wednesday, 7th April, 2010(A) 100 kilometres away from Machakos where the funds are said to be channelled. Why could the funds not be channelled through Kitui which is a district established in 1963 and has all Government structures in place?"
