    "content": "Hon. Speaker, I was honoured to serve in the 11th Parliament and you will agree with me that in that Parliament, we fought throughout. If it was not fighting inside here, it was in the streets and elsewhere. Some of us were fighting because of lack of opportunity for dialogue. Dialogue that would have enabled us to carry out these reforms that we are now able to push through this process of amending the Constitution under the BBI framework. Therefore, we must pay singular tribute to President Uhuru Kenyatta and Hon. Raila Amollo Odinga. We have to. We owe it to them that we are in a position to debate in a conducive atmosphere so as to be able to change the Constitution."
