    "content": "The other thing which is important in this Bill is the issue of the timely release of resources. Over time, there has been a lot of delays in releasing money to the counties, more so, when there are challenges to do with the Division of Revenue Bill. If we do not pass the Division of Revenue Allocation Bill in time, there has always been a delay. This Bill is proposing that once it is passed, counties will have to get their money whether this House has passed the Division of Revenue Bill or not. They are proposing that if there is delay in passing the Division of Revenue Bill, then counties should be given money on the basis of 50 per cent of what was allocated in the previous year. This sorts the issue of the delay."
