    "content": "The other thing which is important is the issue of the County Revenue Allocation Bill. They are saying that where the County Revenue Allocation Bill is late, counties will access 50 per cent based on what they approved the previous year. This also does allow the counties to prepare their budgets on the basis of not passing the Division of Revenue Bill, but on the basis of what they have as local needs. This is very important. This is something which is progressive."
