"content": "I support this Bill for two very critical reasons. One, Clause 63 of the Bill proposes to amend Article 237 of the Constitution to include a Youth Commission. We have a very big population of young people in this country. If nothing is done for them, then we will be sitting on a serious time bomb. We have youths who are disenfranchised. They went to school, but they cannot secure employment. We have youths who are semi-skilled, but there is nothing for them to do in the counties which they come from. As a country, if we do not enshrine the Youth Commission in the Constitution as envisaged in the Constitution of Kenya (Amendment) Bill, then we will get into bigger problems. Youths are normally used during elections to create mayhem or violence. One reason is that they are idle. The economy does not give enough skilled and unskilled jobs to our ever growing youth population. Therefore, we have no choice but to pass this Bill, so that our young people can get a Commission that will address their issues."
