    "content": "Hon. Temporary Deputy Speaker, I want to congratulate the Majority Leader and Hon. Muturi Kigano. When you read Article 1 of the Constitution pertaining matters of sovereignty... This is a political theory and our Constitution says that the ultimate power belongs to the people. When it comes to matters of amendment, it is the people who have the powers. They can change whatever they want. The whole process is outlined under Article 257 of the Constitution. It goes without saying that as much as we are here as Parliament, we have no powers to amend."
