Speaker, I am going to propose an amendment after this Bill goes through to ensure that we have systems of ensuring that budgetary allocations and resource allocations are given out equitably to every region. It will be requiring that the CS for Finance and National Treasury, before he brings the budget to this Assembly, must tell us how that budget meets the requirements of Clause 3 of the Constitution. How does it promote our economy? How does it promote the idea of shared prosperity? How does it ensure that the whole country benefits so that we can grow together?"
