    "content": "Clauses 10 and 13 that talk about an additional 70 constituencies are ill-conceived and must be reconsidered. Even if they have to remain, two individuals cannot decide how many constituencies will be created. They do not have the tools and systems to do that. The IEBC has a system of ensuring that the numbers of people and the geographical requirements are met, but not the two individuals who promoted this Bill. With the Youth Commission proposed in this Bill, the youth must ensure that it serves them. It should not be a place for employing people, but one that ensures that their issues are covered, not just at the national level, but at the ministries and the county level. I thank you and hope that provisions on financial cases are handled to ensure that we move forward as a country. I support the Bill."
