    "content": "I start by saying a big thank you to the President and the former Prime Minister for the action they took almost two years ago. When we started talking about a new Constitution, some of us were fairly young and fear was sold to us. Whenever the issue of devolution was raised, we were told that majimbo was being re-introduced to the country and that those who wanted majimbo wanted the country to be cut into pieces. It went on and mistrust was also sold. We are here because of that approach. If only we had visualised the benefits that we are getting from devolution today and agreed to embrace devolution more than 20 years ago, where would this country be today?
