It is titled as “Bill for Act to amend the Constitution by a Popular Initiative.” It is not titled as “Bill for Act of Parliament….” because this is not an Act of Parliament. This is a Bill for an Act to amend the Constitution in line with the popular initiative. It is also important to point that out. It brings out the wishes of the people directly and not the wishes of those of us seated here today."
