    "content": "On a point of order, Madam Deputy Speaker. I really hate to do this, but just allow me to raise this issue. My friend, Sen. Halake, is confusing me. On one hand, she says that if the provisions in terms of the constitutional role assigned to IEBC are unconstitutional, then why not just remove them and pass this Bill. On the other hand, she says that you cannot do anything to amend this Bill. I am looking for clarity as to what her position is on the matter of the allocation of constituencies to counties. I am trying to follow and would want clarity."
