Before I go to the Bill itself, I just wish to note a few things here. As a country, we are in the middle of a pandemic; we are in an economic crisis. I thought COVID-19 is an issue that we should be discussing at the moment. However, a constitutional amendment is very important. Therefore, it is an important moment for us to add our voices as representatives of the people."
