    "content": "One of the elements that I have seen in this proposal is that hitherto this sharable revenue that goes to the county governments, the county governments were unable to access the resources that have been allocated from the national Government to them simply because we have either not agreed on the Division of Revenue Bill or the CARA. This has caused immense delay and difficulties for county governments to operationalize their activities.
