"content": " Order, Senators. Sen. Mutula Kilonzo Jnr. has raised a valid point. That is why you are told to listen. Listen to the debate. That is allowed. In fact, Standing Order No. 24(5) says that: ‘Whenever the President delivers an Address, a Senator may, as soon as practicable thereafter, lay the Presidential Address on the Table of the Senate following the reading of such Address.’ The key words there are, ‘as soon as practicable’. We will have it laid on the Table and discussed once we are done with the discussions on the BBI because it is also important and we cannot disrupt its contributions. We will have it as soon as practical though I do not foresee it happening today. This is a Special Sitting. That can only happen next week when we resume."
