"content": "Thank you, Mr. Speaker, Sir. I want to concur with Sen. Wambua. I do not support what he is asking for in terms of the content, but I support the reason he is asking for it. The day before yesterday, the Speaker of the National Assembly gave a reasoned and well researched two-hour ruling on the processing of the BBI and the questions that had been asked by the Members of the National Assembly. It is not on whether we agree with the contents of it or not, but the ruling gave directions to his House in terms of how they are to process the debate. If you do remember, I asked for the same in the Senate Business Committee (SBC) on Monday. This House is not subservient to any other House. It is not an appendage of the National Assembly. The Speaker of the National Assembly is not your senior. Article 257 of the Constitution states that each House shall process the Bill. It will be important for you to respond to all the questions that were asked from the day when the Bill was tabled and you can get them in the HANSARD. You should respond to all those who have spoken during the Second Reading before we get the vote on the Second Reading. That will give clarity to the Members and they will know if they can prepare any amendments. I personally hold that there should be none, but it is important for you to give us that direction as we move forward."
