"content": "Hon. Members, you will recall that during the Afternoon Sitting of the Special Sitting of the House on Wednesday, 28th April, 2021, the Member for Garissa Township, Hon . Aden Duale, rose on a point of order during debate on the Second Reading of the Constitution of Kenya (Amendment) Bill, 2020, which seeks to amend the Constitution of Kenya by popular initiative. The Hon. Member sought the direction of the Speaker on a number of issues in relation to the Bill which he termed as “grey areas”, including the value of the public participation exercise conducted on the Bill by the Departmental Committee on Justice and Legal Affairs and jointly with the Senate Standing Committee on Justice, Legal Affairs and Human Rights, and the weight to be placed on the submissions received by the Committee, amongst other issues. Hon. Members, the Member for Ugenya, Hon. David Ochieng’, also sought direction on the role of the House in dealing with a Bill to amend the Constitution by popular initiative and whether, and the extent to which, the House may amend the Bill.
