"content": "From the foregoing, Hon. Members, it is notable that the US Congress can propose amendment on its own Motion or upon application by the legislatures of several states. It is also worth noting that the US Constitution may also have what is termed as basic structure of the Constitution that may not be amended. Indeed, Article V of the US Constitution provides that no amendment in any manner shall affect the First and Fourth Clauses in the Ninth Section of the First Article and that no, state without its consent, shall be deprived of its equal suffrage in the Senate.
