    "content": "Hon. Members, an amendment of the text of the Bill is markedly different from the correction of any errors of form that may be noted in the Bill. Members will note in the Report of the Committee that the issue of the so-called “errors of form” is canvassed at length. This issue has generated considerable public debate on whether the errors exist and whether they materially affect the substance of the Bill and can, therefore, not be glossed over."
