Members, you will also note from the Report that discrepancies have also been identified in the Bills received from the county assemblies in the returns submitted to the two Speakers of Parliament. Twelve county assemblies submitted Bills with similar errors to the ones noted in the Bill currently before the National Assembly. Thirty-four other county assemblies submitted Bills which, apart from containing the errors noted in the Bill before the House, contained the following additional errors: (i) Clause 13(b) of the Bills seeks to amend Article 97(3) of the Constitution despite Article 97 of the Constitution not having a Clause (3); and (ii) Paragraph 1 (1) of the Second Schedule cross-references Article 87 (7) of the Constitution, which does not exist."
