    "content": "I also want to speak to the issue of National Government Constituencies Development Fund. It is not lost on us that this House spent a whole year trying to address the issue of the NG-CDF which had been ruled unconstitutional by the High Court. I dare say that the NG-CDF has been felt on the ground more than any other Fund, be it devolved or otherwise. It is very useful for Members of Parliament to have the NG-CDF, but what happened when we went to court? They ruled that it was an illegality and that it was unconstitutional and it was stopped. I am elated or delighted that this time round, the NG-CDF is going to be embedded in the Constitution and this House will enact legislation to operationalise how the NG-CDF will be distributed."
