If the Assistant Minister will rely on it, he needs to show that those proceedings, whether they are civil or criminal, are, in fact, active. He needs to have come here with a proper hearing notice, a proper plaint or something to show that those civil proceedings are active, so that he can rely on the provisions of Standing Order No.80. Is he in order to try and dodge answering a Question which is validly before him?"
