    "content": "four. In 2022, after this Bill goes through, Nairobi will have 29 constituencies while Marsabit will remain with only four. From 1988 to 2022, Nairobi will have increased its constituencies from eight to 29 yet Marsabit will have four. From 1963, at Independence, Marsabit County got one constituency in 1998 when Saku was carved out of North Horr then called Marsabit North Constituency. The whole principle of equality of votes, which is based on one parameter of population quota, is discriminative and denies pastoralist Kenyans fair representation. According to Article 89 of the Constitution, I have reservations with the BBI Bill. In the 10th Parliament, as a Member of the Constitutional Review Committee... However, if we keep denying Kenyans in these areas effective representation, they will one day demand it and that is when we will have a crisis. Kenyans in areas like Lagdera fought for this country. They even lost their lives and that is why we have a street named Wabera in Nairobi."
